One Injured in Semi-Truck Crash on I-84 Near Rooster Rock State Park in Portland, OR

Portland, OR (June 20, 2026) — A person was seriously injured Saturday morning after a semi-truck allegedly struck a car on the shoulder of westbound Interstate 84 near Rooster Rock State Park. Multnomah County Sheriff’s Office deputies responded to the crash at approximately 8:15 a.m. The injured person was transported by Life Flight helicopter to a hospital. The cause of the crash remains under investigation.

What Investigators Will Need to Establish

A vehicle stopped on the shoulder of a busy interstate is in an inherently vulnerable position, and a crash in that location raises immediate questions about the truck driver’s attention and lane control. Investigators will need to determine why the semi-truck left the travel lane and made contact with a vehicle that was not in active traffic.

Key areas of focus will likely include the truck’s speed and lane position in the moments before impact, whether the driver was distracted or fatigued, and whether any mechanical issue contributed to the loss of control. I-84 in this stretch is a high-speed corridor with limited margin for error, and a fully loaded semi-truck traveling at highway speeds carries enormous destructive force.

Shoulder Crashes and Commercial Truck Liability

Crashes in which a commercial truck strikes a stationary or slow-moving vehicle on the shoulder fall into a category that receives serious scrutiny under federal trucking regulations. Drivers of commercial vehicles are required to maintain awareness of roadway conditions and adjust accordingly, including recognizing vehicles stopped on the shoulder and providing adequate clearance.

Oregon law also requires drivers to move over or slow down when passing vehicles stopped on the side of the road. For a commercial truck operator, failing to do so can carry significant legal consequences.

Serious Injuries Demand Serious Legal Representation

When a crash is severe enough to require air transport, the injuries involved are typically life-altering. Cases like this one require a prompt and thorough investigation, including preservation of the truck’s electronic data, driver logs, and any available traffic or dash camera footage, before that evidence is lost or overwritten.
