One Dead in Semi Hit-and-Run on Highway 395 Near Umatilla, OR
Umatilla, OR (December 1, 2025) — Oregon State Police responded early Monday morning to a vehicle-versus-pedestrian collision on Highway 395 near milepost 2 in Umatilla County. According to authorities, troopers were dispatched to the scene at approximately 5:53 a.m. and located a pedestrian deceased on the northbound shoulder of the highway.
Investigators stated that evidence at the scene indicated a white commercial motor vehicle was involved in the collision and allegedly left the area following the crash. While troopers were still conducting their on-scene investigation, a white Freightliner commercial motor vehicle and trailer was observed being towed along the highway. Authorities reported that damage to the vehicle was consistent with evidence found at the crash scene, and the truck was subsequently seized. The commercial vehicle operator was later located and arrested on allegations related to failing to perform the duties of a driver.
Issues Investigators Will Likely Evaluate
Based on the information released, investigators will likely focus on the circumstances leading up to the collision and the actions taken by the commercial vehicle operator immediately afterward. In pedestrian crashes involving semi-trucks, investigators usually examine vehicle speed and driver attentiveness.
The reported failure to remain at the scene following the collision is also a significant aspect of the investigation. Investigators may review whether the driver was aware of the impact, how quickly the incident was reported, and whether required steps were taken to render aid or notify authorities, as required under Oregon law.
Commercial Vehicle Involvement and Evidence Review
The involvement of a commercial motor vehicle introduces additional considerations into the investigation. Large trucks operate under specific state and federal safety regulations, and investigators may examine the condition of the vehicle, any visible damage, and whether onboard systems or records can help establish the truck’s movements and operation at the time of the crash.
In cases like this, evidence review often extends beyond the roadway itself. Investigators may analyze vehicle inspection information and other documentation to determine how the truck was being operated and whether any mechanical or operational issues contributed to the collision.
Why a Full Investigation Is Critical
Authorities stated that the investigation remains active and that no additional information is available at this time. A complete investigation is essential in pedestrian fatalities involving commercial vehicles, particularly when questions exist about the sequence of events and the driver’s actions after the collision.
A thorough review of physical evidence, vehicle damage, witness information, and available data is necessary to understand how the crash occurred and to determine responsibility based on verified facts. This process helps ensure that all contributing factors are identified and that accountability is grounded in evidence.

Selecting an Attorney for Commercial Truck Fatality Cases
Crashes involving commercial motor vehicles are governed by a body of rules and responsibilities that go beyond ordinary traffic laws. When a fatality occurs, determining what happened often requires a careful review of driver conduct, vehicle operation, and compliance with state and federal trucking regulations.
Because of this complexity, it is important to work with an attorney certified by the National Board of Trial Advocacy in truck accident law. Only a small number of attorneys nationwide hold this credential, which reflects significant experience and demonstrated proficiency in handling serious commercial vehicle cases. Tom D’Amore, founder of D’Amore Law Group, has more than 30 years of experience and is certified by the National Board of Trial Advocacy. This background can be particularly important when evaluating fatal crashes involving commercial trucks in Oregon.
